Emanuel Tov of Hebrew University replaced John Strugnell as editor-in-chief of the Dead Sea Scrolls in 1991. He increased the Dead Sea Scroll publication team both internationally and interconfessionally. During his ten-year tenure more volumes of Discoveries in the Judaean Desert (DJD) were published than in the previous 40 years.
